The Morgan Standard, as applied
Methodology note. Under the law of armed conflict (Additional Protocol I, Art. 51(5)(b) and 57(2)), proportionality asks whether the expected civilian harm of a specific attack is excessive relative to the concrete and direct military advantage anticipated. It does not compare one side's losses to the other's, cap a war's length, or forbid winning. This monitor ignores all of that, faithfully.
1982 figures: the 2 April invasion killed no British personnel. The war that followed lasted 74 days; 255 British servicemen, 3 islanders and 649 Argentine personnel died, 323 of them aboard ARA General Belgrano, sunk outside the Total Exclusion Zone on 2 May.
